We, the undersigned, representing a considerable portion of the population of Grand Port, cannot refrain from adding our testimony to this expression of public feeling, so fully concurring as we do in the sentiments therein expressed. We regard it not only as a satisfaction, but also as a duty to bear our testimony to the esteem and general consideration in which you are held by all classes of the community. You, and of regret at all agree in speaking in terms of highest praise of the valuable services rendered being deprived of the active and intelligent Chief whose presence at the head of the Police Department of the District for some years past has deserved such high eulogiums.

It is but justice to you to acknowledge that you have succeeded in establishing and maintaining good order in this important district. We could not fail to appreciate the energetic and effective manner in which you enforced the law for the suppression of vagrancy, that plague to our colony. It is true, in accomplishing this difficult task, you have received the support of our respected Stipendiary Magistrate, whose zeal in the maintenance of order and law we would here most gratefully acknowledge.

We cannot, upon this occasion, omit to refer to the zeal and indefatigable devotion with which you came forward, as Commissioner of the General Board of Health, to the succour of the sick poor, when our district was paying its cruel tribute to the most terrible epidemic that has ever visited Mauritius. Your conduct then must ever entitle you to the esteem and consideration of all classes, more especially to the grateful regard of those who were most immediately benefited by your exertions, the sick and suffering Poor.

You merit the lasting and honourable regard of the inhabitants of Grand Port, as the post which you have occupied in the district is one, of all others, so liable to render its occupier unpopular.

It will suffice to refer to the office of Chief of Police in a populous community, and to your having to exercise the functions of Public Prosecutor in addition thereto. And you, Sir, with others of your colleagues, have the happiness of being deservedly popular, and of being placed upon the list of our esteemed Administrators.

You have proved that if the most rigorous and difficult duties are united in the liberal and conscientious man, he can give satisfaction to the Government he serves, and at the same time gain the approval of the community, by exercising his authority with urbanity, and with that courtesy which characterizes, in all parts of the world, the man of good education, the true gentleman.

We conclude with our most sincere wishes for your welfare, and that of your family, and for your speedy return amongst us; and by praying you to accept this expression of our esteem and regard.
